No deliberative-process exemption — and no reason required

In Louisiana, any adult can ask, no one asks why, and there's no deliberative-process exemption to fall back on.

Louisiana's Public Records Law starts from an unusually open baseline: any adult person may request a record, and a custodian may never ask the purpose of the request. The exceptions in R.S. 44:3, 44:4, and 44:4.1 are specific and enumerated — and notably absent is the broad deliberative-process exemption that shields draft and pre-decisional records in many other jurisdictions. Silence itself carries consequences: a custodian who doesn't respond within five business days is treated as having denied the request, opening the door to mandamus.
