What is JustFOIA (MCCi public records request software)?

JustFOIA comes from MCCi (MCC Innovations) of Tallahassee, Florida, a long-standing Laserfiche solution provider to state and local government. By the company's own account the product was conceived in 2012 after focus groups with municipal clerks and records managers, went live with its first customer — the City of Naples, Florida — in July 2014, and was split out as a dedicated company under the MCCi umbrella in 2020. It now cites more than 500 client agencies in 45 states, 27,000-plus users, 2.1 million records requests processed and a 98 percent client renewal rate. Those are the vendor's figures, but they are consistent with a product that is widely used across US local government, law enforcement, K-12 and higher education, and elections offices.

The product is a complete request desk. Custom intake forms feed a public portal where requesters submit and track requests (anonymous requesters get a security key; frequent requesters can hold an account), search previously published records by tag, and download released files from a link. Workflow automation routes requests and tasks to departments or individual users, sets due dates by task type, pauses the timeline while the agency waits on a requester or a payment, and escalates to supervisors when a deadline is at risk. Email arrives as PST files, which the platform extracts into individual messages, de-duplicates and sorts. In-app redaction offers AI-enhanced detection — text search, pattern matching and proximity search for items such as Social Security and phone numbers, email addresses and dates — with redaction reasons chosen from pre-written exemption and statute options or custom ones, an exemption log attached to the released documents, and a redaction audit log. A payment portal generates invoices, notifies requesters of estimated cost, tracks staff time and materials, takes card payments through Authorize.net, PayPal, Global Payments, Worldpay and North gateways, and can release records automatically on payment. Reporting covers open, paused and processed requests, bottlenecks, processing time, fees and invoices, and drag-and-drop custom reports. Single sign-on supports Microsoft Entra ID, ADFS, Okta, SAML, OpenID Connect, Google Workspace, Cisco Duo and PingFederate. A Laserfiche integration lets staff retrieve repository documents into a request and archive completed requests back to Laserfiche under a retention schedule, and an integration with Veritone Redact for video and audio — announced 4 August 2026 — sends a file from a request to Veritone with a right-click and returns the redacted file and Veritone's audit trail; both products must be licensed separately.

JustFOIA is hosted in Microsoft Azure Government, which the vendor describes as physically isolated, US-only data centres on FedRAMP High-authorized infrastructure; the application itself carries a SOC 2 Type II report from Crowe LLP, a CJIS Ready designation and TX-RAMP certification, encrypts data with AES-256 at rest and TLS in transit, and commits to 99.5 percent uptime outside maintenance. Pricing is not published — the pricing page is a quote form, with purchase orders and purchasing cooperatives accepted. That is the comparison point. Azure Government is a strong home for a vendor's cloud, but it is still the vendor's tenancy, not yours: responsive emails, personnel files and investigations leave your systems as PST exports and uploads to be reviewed there. And the scope stops at the request, while the office running requests increasingly owns privacy assessments, breach notification and complaints as well.
